Chapter 19 of the report "Rethinking society for the 21st Century".

There are many reasons to believe that increased educational opportunity and achievement lead to social progress. The aim of this chapter is to examine how educatıon can promote social progress. Answering this question is not straightforward. Education has multiple aims, and the way in which education is provided – educational governance, educational institutions, educators, curriculum, and pedagogy – all matter a great deal. This chapter covers each of these topics, looking at trends across the globe and seeking ascertain what scholars know about better and worse forms of educational provision.
