This is a Toolkit  (1,62 MB) developed by the World Bank and is addressed to governments—municipal, provincial, and central—whose strategy for improving water services includes using the private sector, and aims to help them design arrangements that lead to better services and greater access. It sets out the big issues they must grapple with, describes their main options, and offers a view on the advantages and disadvantages of those options.
