The development of a National Water Resources Plan is the result of a series of events. A starting point was the adoption of the Water Law (1997) that stipulated, among others, the development of National Water Resources Plan. The National Water Agency (established in 2000) was in charge to coordinate a planning process. A consultative process culminated in 2006 when the National Water Resources Plan was adopted. It represent a tool for establishing guidelines and policies for ensuring water sustainability in Brazil.

In 2006 the Costa Rican Government approved the IWRM National Strategy. This document was instrumental to develop the National IWRM Plan, which was prepared with active participation of a broad range of stakeholders and sectors. The preparation of this Plan was led by the Ministry of Environment and Energy and was completed in 2008. A National Water Law is under revision since 2006 and the entry into force of the National IWRM Plan will hopefully speed up the process. |

Barbados The Barbados Water Authority and the Coastal Zone Management Unit have initiated the development a “roadmap” policy and plan for IWRM at the national level. Technical assistance and funding was provided by the Caribbean Environmental Health Institute (CEHI) and the Global Environment Facility (GEF). More funding was by United Nations Collaborating Centre for Water and the Environment (UCC) and support from the GWP - Caribbean. The IWRM Roadmap was drafted in 2008. |

Grenada The Ministry of Agriculture took the initiative to develop a “roadmap” policy and plan for IWRM at the national level. Technical assistance for the roadmap process was provided by the Caribbean Environmental Health Institute (CEHI) and the Global Environment Facility (GEF) funded the Integrated Watershed and Coastal Areas Management (IWCAM) project. Additional funding was provided by the United Nations Collaborating Centre for Water and the Environment as well as support from the GWP – Caribbean. Since 2007, a Committee under the guidance of Ministry of Agriculture facilitates the IWRM planning process and adopted a Roadmap towards IWRM Plan. |

The IWRM Plan 2010-2030 has been developed following a participatory process and contains strategies that deal with the main problems and challenges related to water resources in the country. It takes into account a wide range of aspects related to the sustainable use of water, such as social equity, economic development, environmental sustainability, vulnerability to climate change and governance. The Plan is also considered the foundation to support Panama fulfilling its international commitments. Water is very high in Panama’s political agenda due to its well perceived economic implications for which the Panama Canal is an outstanding example.

The National IWRM Policy was prepared under the technical guidance of the Inter-Ministerial Steering Committee of the Ministry of Public Utilities and the Environment with financial support from the Inter-American Development Bank (IDB). The policy was approved by the Government in 2005. The objectives of the Policy will be implemented through new legislative and institutional frameworks, existing plans such as the National Physical Development Plan and the Tobago Regional Physical Development Plan as well as the National Integrated Water Resources Plan, Coastal Zone Management Plan and National Irrigation Plan. |

In 2006, the Third Caribbean Environmental Forum (CEF) held in Antigua initiated the work on IWRM. In St. Vincent and the Grenadines the IWRM planning process is being assisted by the Caribbean Environmental Health Institute (CEHI), the United States National Oceanic and Atmospheric Administration (NOAA), the United Nations Environment Programme Collaborating Centre on Water and Environment (UCC Water), the GWP – Caribbean. The IWRM Roadmap was adopted in May 2007. The Ministry of Grenadine Affairs and the Ministry of Health and the Environment provide leadership to the process.
