The Economic Value of Moving Toward a More Water Secure World

Abstract:

In a period where public financial resources are particularly limited, how do we prioritize investments in water security?  Which aspects are most critical for enabling growth?  What are the most significant investments needed to increase water security?  And how can economics inform policy-makers who must decide how to allocate resources to the management of water? International Law - Facilitating Transboundary Water Cooperation

Abstract:

The paper (2,52 MB) explores how international law facilitates transboundary cooperation in a manner that is accessible to the wider transboundary water community. It discusses the norms and principles contained in treaties and rules of customary law and examines how these work in selected case studies from across the GWP network.

Title:

Integrated Urban Water Management

Abstract:

This background paper (1,17 MB) helps to understand the shift from an approach that attempts to manage different aspects of urban water cycle in isolation to an integrated approach supported by all stakeholders. Discussed in the paper, integrated urban water management (IUWM) promises an approach, in which water supply, sanitation, stormwater and wastewater are not anymore managed by isolated entities and separated from land-use planning and economic development. IUWM calls for the alignment of urban development and basin management to achieve sustainable economic, social, and environmental goals.

 Abstract:

Social equity is the least understood of the 3 E’s (equity, economic efficiency and environmental sustainability) of IWRM. This background paper (1,2MB) sets out an overarching framework for the analysis of equity in the context of water development and management. It is intended to support decision makers in designing policies, interventions, and programs aimed at the equitable distribution of benefits from water resources.

Water Management, Water Security and Climate Change Adaptation: Early Impacts and Essential Responses
Gestion de l’Eau, Sécurité en Eau et Adaptation au Changement climatique

 Abstract: This paper (3.95 MB) argues that water resources management should be a focus for climate change adaptation and that IWRM is the most suitable approach to adaptive action. It outlines the likely social, economic and environmental impacts of climate change; the challenges climate change poses for water resources management; the actions needed to address those challenges – investments in infrastructure, institutions and information; and approaches to financing IWRM for adaptation.
Ce document (3,95MB) fait valoir que la gestion des ressources en eau devrait être un point central pour l’adaptation au changement climatique et explique que la GIRE est l’approche la plus appropriée pour des mesures d’adaptation.  Le document souligne les impacts sociaux, environnementaux et économiques que pourrait avoir le changement climatique. Il décrit aussi les défis que le changement climatique pose pour la gestion des ressources en eau mais aussi les actions nécessaires pour faire face à ces défis. Il donne aussi des pistes pour les investissements dans les infrastructures, les institutions et les informations ainsi que les approches pour financer la GIRE pour l’adaptation.

 Abstract: There is a very close link between the integrated approach, good water governance and financing but, to date, there has been little discussion about this relationship. This paper (147 KB) aims to bring together these different strands so that a more coordinated, coherent approach to water financing is adopted. It focuses on the need to fund the water resources functions that are essential for security and sustainability.
Il existe un lien très fort entre l’approche intégrée, une bonne gouvernance de l’eau et le financement mais jusqu’à présent il y a eu peu de discussion à propos de cette relation.  Ce document (147KB) vise à réunir ces différents courants pour l’adoption d’une  approche du financement de l’eau plus coordonnée et cohérente. Elle se concentre sur le besoin de financer les fonctions essentielles des ressources en eau telles que la sécurité et la durabilité.

Poverty reduction and IWRM
La Réduction de la pauvreté et la GIRE

 Abstract: This paper (1.98 MB) focuses on the implications for poverty reduction of taking an IWRM approach. The paper argues that no strategy for poverty reduction can be effective unless water policies in all their dimensions are brought within it purview, and IWRM is adopted which allows competitions over access and uses to be fairly and transparently moderated. The paper (593.6 KB) is divided into two main parts. The first part puts forward a strong case for applying IWRM globally and defines the IWRM concept and process. The second part provides additional advice and guidance on how IWRM could be implemented in different conditions.
Ce document (1,98MB) se concentre sur les implications à l’adoption d’une approche de GIRE pour réduire la pauvreté. Le document fait valoir qu’aucune stratégie de réduction de la pauvreté ne peut être efficace à moins que les politiques de l’eau dans toutes leurs dimensions soient prises en compte ainsi que la GIRE  pour permettre un accès et une utilisation juste et modéré.

It argues that risk managment is a distributive issue that cannot be treated solely as a technical matter best handled by experts. It involves the allocation of wealth and welfare between water sectors, communities and individual users; those affected need to be involved in decision making.
Ce document (345 KB) tente de répondre à différentes catégories de risque auxquelles les gestionnaires et usagers de l’eau doivent faire face. Il fait valoir que la gestion des risques est une question de distribution qui ne peut pas être traitée séparément en tant que problème technique traité au mieux par des experts. La gestion inclut l’allocation et la répartition de la richesse entre les acteurs de l’eau. Les communautés et les usagers individuels ; ceux qui sont affectés doivent être inclus dans la prise de décision.
